Hi, this is depending how thick the rust layer is. Thick layers should first be removed mechanicaly. A thin layer can be converted to phosphate by using a mixture of phosphoric acid, nitric acid and zinc phosphate. After phospatation the surface should be cleaned with water and then coated with zinc spray and paint. The rust came from cooling system on the outer surface of storage tank and the tank isnt corroded. Can i spray the mixture you mentioned then wash with high pressure water? After use of the mixture the coating is deteriorated?

after the coating you can easy wash the soloution away. The formed layer should not be harmed by intensive washing with water. You can apply the mixture by spraying. In automotive industry this form of coating is or was common.
