I think AI programs can provide suggestions and help with certain aspects of the writing process, but they cannot (yet) fully comprehend the intricacies of a specific scientific field. Therefore you really HAVE to double-check any facts a language model provides.
In terms of ethicality it is highly questionable at the moment. Some journals already banned citing ChatGPT or similar models as authors, but you would have to cite them if they made a significant contribution to the work. So I assume whoever evaluates your research proposal will do the same soon.
You can use it for broad inspiration in general text blocks, but nothing more imo.
The way the question is formulated can be a bit confusing and taken to mean at least two things:
1) How to use AI so that it writes alongside you the proposal
2) How to do a proposal about using AI in your field of expertise
Aparna Sathya Murthy and Christian Schmidt have addressed 1) . My contribution to this is that I totally discourage the use of ChatGPT and similar LLMs in scientific research. The way they are trained does not guarantee accuracy (a property that is essential in science).
Now for 2)
Using AI in another field is relatively straight forward. The focus should be on the topic of your field and use only ML as a predictor of the phenomena you are studying. The most relevant aspect of this type of research is that all success and discrepancies should be tied to the field and the theory under study.

Literature Review: This section should summarize the relevant literature and research that has been conducted on the topic, as well as identify any gaps in knowledge or areas where further research is needed.

Budget: This section should provide a budget for the research, including any costs associated with data collection, analysis, or dissemination.
As for the use of AI or emerging software, these tools can certainly be helpful in the research process, including in the development of a research proposal. For example, AI-powered tools can be used to analyze large datasets or to automate certain aspects of the research process. Emerging software tools can also be used to facilitate collaboration and communication among research team members.
However, it is important to remember that AI and software tools should not replace human judgment and expertise in the research process. Rather, they should be used as tools to enhance and support the research process.
When writing a research proposal, it is important to carefully consider the research problem, methods, and goals, and to clearly communicate these ideas to the intended audience. The proposal should be well-organized, well-written, and clearly demonstrate the feasibility and significance of the proposed research project.
