I am trying to simulate photovoltaic power output fluctuation and see how the system frequency response. The idea is to have the photovoltaic power output ramping up and down in a minute.
You can model the PV system in DIgSILENT you can also connect Matlab/Simulink with your own data or some parameters for PV in DIgSILENT.
But in the PV module in DIgSILENT there are enough data of PV for any type of study you want to perform. Here in attachment is model and dialogue box for all input data see also the attachments sites

What do you mean exactly by system frequency response? Do you mean the system voltage transient?Do you mean the system frequency (e.g. the 50Hz) deviation transients? If the latter, then the system frequency is detemined by either an internal accurate timer which won't give any transient deviation, or the network which won't give any transient deviation which can be directly attributed to your PV output transient. Please explain in more detail.
