I am currently working on reproducing a proposed scheme on the research paper "An efficient privacy-preserving data query and dissemination scheme in vehicular cloud". It occurs in a VANET. I need to simulate different vehicular nodes in the network, a Rode Side Unit(RSU) and Cloud center manager (CCM). Also I have to implement the encryption algorithm used billinear pairing. The research paper haven't covered much details of the experimental setup part. So, can anyone please suggest me any simulator or any other platform where I can simulate these?

Matlab is a licensed software and not open source right. Because I am not in college its difficult for me to get matlab installed on my pc right now
Can you please suggest me any other simulators ?
I have found a simulator called SUMO. Do you think its possible to implement the above mentioned scenario in SUMO

SUMO for traffic and OMNeT++ for networking

Particularly for VANET, two things are important. One is vehicular motion i.e. traffic generation. Second is the analysis of networking parameters.
1. If you want to use a real city traffic scenario, then use OSM and integrate it with SUMO.
2. Then for network parameters analysis there are 2 options.
(a) Integrate the SUMO with OMNET++.
(b) Integrate the SUMO with NS3.
