Normally, all authors have to agree when a paper is submitted to a journal but maybe this wasn't the case 14 years ago for this specific journal.
In your case, you should first check whether it might be an author with an identical name. Try to get a PDF of the article and check the affiliation. Has the PDF the same list of authors? Sometimes errors happen when older papers are made available online.
There is also the name of the corresponding author (second author) in Italy with an e-mail contact, this should be the second step, requesting some information why your name is mentioned as first author.
The third step would be a letter to the Editor-in-Chief, explaining the situation. If it was an error or your name is on the paper without your consent, it can be removed and a correction note will be published.
