2013 image of Landsat 8 has cloud cover on my study area. Any technique or software?
You should look at Band 9; it has been specifically included in the Landsat 8 instrument to allow cirrus clouds detection.

You can also just opt to ensure that when you download the Landsat images you set the cloud cover to less than 10%. So that should you want to eventually use the quality assessment band in cloud cover you have less cloud to work with. You can set the cloud cover percentage in earthexplore's, download wizard add more options. The only disadvantage is you might not get the specific years you were targeting.
