I would like to cite the FAO publication linked below. I am not sure if E. Boa should be given authorship or editorial credit, and if FAO should be given editorial or publishing credit. Possibly CABI bioscience should be in the reference.

Sorry I saw the link on my Ipad and the book photo did not show. This changes things, not in terms of authorship but in terms of referencing style . I guess that you need to reference specific parts of the book .. so it could be something like this :

Usually a page indication should be inserted .. but there are no page numbers in the pdf document. This is the default referencing for book material in most of the journals I know , you might consult the journal you are interested to submit to see how style they recommend. If you need this for a thesis then things are easier and .. you can use the example above.

style you are using, but the basic data remains the same
To all of the above: I think it was published in the UK. It was simply on behalf of the FAO, which is based in Rome.
If you think a document was published in the UK, you need to locate the actual publisher and town of publication. Should be straightforward.
However, in this case, it seems the author's affiliation is CABI Bioscience and the publisher is actually FAO...
