I want to measure zeta potential of nano-particle powder. However when I make colloidal solution, the powder precipitates. So how to prepare stable solution?
Application of high Energy ultrasound to the colloidal solution is more likely to disperse the agglomerate of nano-powder. I suggest you to try this.

What do you mean by "make colloidal solution"?
Apparently, if solution is not stable, it is not very stable "colloidal".
Maybe try using some disperants or try adjusting the pH to avoid precipitation/agglomeration/flocculation.
As mentioned above, high energy ultrasound, or any other method for destroying agglomerates can be also helpful.

My thoughts are, you should be careful with the preparation of the nanoparticle powder from the inception stage by adding the suitable surfactants that helps to prevent agglomeration or flocculation in the right quantities, because once this is done the use of ultrasonic sound to break down the agglomerates would not be a debate, but that is not to debunk the reactive measure of using the ultrasonicator if agglomerate forms.
