I have obtained Soil map in pdf format. I want to prepare HSG map in ArcGIS to integrate it with land use land cover map to calculate curve number. Can anyone tell how to prepare HSG map from soil map in pdf format?

Follow these steps:
1. Convert the pdf to TIFF (or any other image format). You can use online tools, like: https://pdfcandy.com/extract-images.html
2. Import every image to ArcMap and geo-reference it. (example: overlap it on a base map, or define the corner coordinates)
Once you have the PDF in TIFF bring it in ArcMap with a base map already there. Then georeference it using say 10 points. A linear matching is enough because a quadratic matching sometimes would warp the TIFF image
Depending on the source application, and the PDF making software, the map may not be a TIFF, it may be in vector format ( especially in high end publishing ). In that instance, open it in a graphic arts program like Adobe Illustrator of Inkscape, and export it into a format your GIS understands, like DXF, SVG, etc.
I would recommend to consider different options (depending on the task).
