Life in this world always change and much temptation. From the basic spirit, we actually have good potency as human and there is no human to become bad person. But we are also easy to get astray and easily seduced with interesting temptation. So it is important to make our morality become always in stringency.
Morality cannot be measured stringently per say; it would require limiting human engage with moral situations. Very difficult.
The only effective way would be to do the following:
*limit what variables people can consider when examining ethical situations.
*assign weighing mechanisms for how these variables should be considered.
Akin to this process would be a jury deliberation
Juries are given a list of what evidence to consider/what actions are in accordance with the law.
In term of positivistic paradigm or methodology, empirism and objectivity always become the parameter. We can assume that value or ethics is like sweet taste of glucose. if we add sugar to coffee become sweet and if we added sugar to tea then tea become sweet. If you are good person and then you came to your office you will give benefit to your office like sugar make coffee become sweet. In positivistic we had concept validity and reliability so in ethics we have concept stringency to get validity and reliability.

I am not sure if you can reasonably assume that all people are good and have good intentions; especially when making ethical judgments.
Many people in this arena have their own agendas/core beliefs.
I am not sure if anybody can or is whiling to objectively look at a moral situation.
With the assumption you are making, I think that morality can be measured stringently using a Kantian system of ethics.
Kantian ethics allows for looking at moral situations in a vacuum. Kantian ethics is a deontological framework; It argues that good stems from good will.
This is what you are arguing.
Under a kantian system to deem something moral all people must agree to a moral outcome; assuming that all people look at the situation objectively.
Stringently thus requires agreement on a large scale.

As the biggest problem is hypocrisy for measuing stringency. All prophet and angle also get frustrastion and stress to deal with hypocrsy.
Hypocrisy is only looking good but not really good. I dont know today of the world there is such antiviral for that.

How to measure moral stringency is difficult. An individual cult of moral leads towards spiritualism where no conflicts arise. Bur the real test of moral starts when t it clashes with the vested interests of people with whom you interact and clash for the benefit of humanity.
Thank you @Afaq Ahmad, good point from you regarding spiritualism as starting point to develop the stringency of moral where no conflicts arised. Then it becomes power to overcome the clashes with vested interests
