First, what is quality? How to define it? What are the measures of quality in education? These are very difficult questions to answer. The people who occupy the policy making positions are not able to answer these questions.
Second, the persons who are occupying the high positions in India's higher education system are themselves are of poor quality. Please see the PBAS with APIs introduced by UGC. It is methodological nonsense. A person who applies for a professor post has to carry at least 100 Kg load of papers to prove his candidature. So it is a practical nonsense. Why the people occupy high positions right from VC to highest level are by and large are of poor quality? This is because corruption in the appointments and recruitment in higher education system in India.
Learning management systems, digital resources, participative learning, experiential and collaborative learning, interactive approach, teacher qualification, enhancement in qualification, teaching skills and knowledge of teachers, innovative excellence, innovative evaluation process, quality of question papers and study material are few factors which influence the education system.
