I am working with a broadband Perfect electric conductor (PEC) foil antenna (characteristics of dipole, i mean no ground plane) as seen in Fig. I simulated my antenna model using an antenna solver and also measured it, but the interesting point is, there is a huge difference in resonance frequencies between simulations and measurement (as seen in fig.2).

Could anyone please provide me suggestions regarding  improving the simulation results inorder to match with measurements. It would be also great if someone provide me some papers related to this sort of foil antennas.
