Online data base is good.. There some good books also which clearly explains how to differentiate a species from others. Trees of Delhi, Jungle Trees of Central India are some good books I came across..

It is always recommended to have specimens with reproductive material as this is the most reliable way of scientifically identifying plant species even if pictures are worth a thousand words.
Yes, I also agree with Amy, reproductive morphology is very significant in identification especially in Angiosperms. Also, using photographs in identification is good and less hassle, however the photos should be clear and is showing all the necessary parts for identification.
I'm a Begonia lover...and I know well this genus. So, when I meet a begonia in nature, I'm sure it is a Begonia , except someones if they are not bloomed. Don't forget : plants are determinated by the flowers. But I agree with that : it is difficult to determinate a Begonia (a plant) from a picture if it doesn't show all details.
I too agree with Amy Eisenberg. Good specimens, i.e. with flowers and fruits, are the only means by which a species can be determined with certainty. Photographs, no matter how good they are, can not be a substitute for the specimens.
Identification of common plants from pictures is very easy and every local botanist can do this. But this is very basic knowledge as when it comes to the identification of rare, uncommon or unknown taxa the picture identification can easily lead you to misidentification. So in these cases one should rely only on authentic literature like published floras, and specifically follow the taxonomic keys, descriptions and illustrations.
