How to go about endogeneity in panel data?

1. What are the ways of tackling endogeneity in panel data when we do not have appropriate instruments available (other than difference or system GMM)?

2. Is using lags of regressors in the model (instead of their level values) as a solution for endogeneity considered adequate?

Regarding the first question, I am afraid that there are not. Nevertheless, bad instruments are worse than OLS. Therefore, you can try to argue that. See, for instance, Article How Important is Selection? Experimental VS. Non‐Experimenta...

Regarding the second question, how convincing is the use of lags as instruments depends on the model. You could try, at least as a robustness check, to use lags as instruments of the endogenous variables.
