You normally write a review paper when you have published in the field. At that time you are familiar with the majority of the publications and all you need to synthetize the ideas and show how the field evolved. Submit the paper to a journal which does not require fees and you will get the reviewer's comments. At a certain point you need to stand on your own feet.

The important thing is not to get discouraged by your supervisor's disinterest. The research does not have to be linked exclusively to what you are doing in a training program. When one wants to study and compile works of publications in a single text is always valid for those who are starting or wanting to do a quick reading of the state of the art. Even though I am not a specialist in the field, I can give you some suggestions for reading your text due my experience as a reviewer and I can also indicate where to publish. Go ahead, do not give up, the science thanks.

Thank you so much for your words of encouragement. I was exactly thinking like Dr. Pereira stated. I am a PhD student and have been working on similar field fro last 5 years. Now it is true that I do not have the expertise and experience as a faculty or a scientist who are in the same field for 15-20 years. Having said that, I have been going through huge number of articles with the idea I have in mind and trying to put together all the classical and the current advanced aspects evolving that idea in my manuscript which is under preparation now. Due to less experience my article might miss some important notion but I believe can be a great source of information or a summary for people who would be screening different articles for some specific information.

I agree with the views expressed by Prof Blasko, and in our University, publication of papers without consent of Research Supervisor is not fair.

Listen to your supervisor but I personally feel it is not right to follow him blindly. It is correct to some extent that publication without the consent of research supervisor is not fair, but suppressing a scholar's talent and his efforts by a supervisor is very bad, much worse. Although review papers are usually published by more experienced researchers having good reputation in their fields, it is not that students or talented scholars cannot write a good review paper. You seek help from some other helpful experienced workers, your department seniors and also inform your guide about the hard work you have put into this paper, making it important for your confidence to publish it. If still your supervisor stays negative, go ahead and publish the work. I will suggest publishing in some good, indexed journal which will add to your quality and mark you as a bright, budding researcher

One must obey his/her supervisor. However, if you have the ability to write a good review paper then go ahead. You can take help of other researcher working in that field which can guide you better.

Thank you so much for your wonderful insights. I totally agree with you. I would like to elaborate on this topic. I myself was in teaching before I joined PhD. Over the last 8 years, I had the opportunity to work with 3 different suvervisors from 2 different continents. Some faculties dont like to write review papers on the other hand some do. It entirely depends on the person. When you have a great idea and relevant experiences, and you know your publication can help other scientists to get a lot of useful information, i believe it’s a good initiative to move foreward. Unfortunately my current supervisor does not like to write review. Having said that, due to nature of my research, previously i had the the opportunity to work with different research groups and published few resaerch articles in collaboration. And my supervisor was very happy and proud of that. So, i will be having his consent. I was wondering about the help with publication fees and other support as different journals have different requirments. I am very happy and confident about the review paper I am writing as its been written with my colleagues from similar field and with consultation of about 2000 publications.
