How to find host professors or lecturers for Erasmus staff scholarship?

I would like to apply for an Erasmus Staff scholarship to short-term job shadowing, and I need an approval letter.

Even though I contacted dozens of professors and HR departments in the last three weeks, I did not receive any positive feedback or didn't even receive feedback.
