It is not so easy to target proteins to the E. coli cell surface. The two papers that Peter Kysel gave you are both useful for targeting to the E. coli membrane but this will generally be the inner membrane. For most purposes this is adequate but if you really want to put them on the cell surface it becomes trickier and you may need to fuse your protein to a known cell surface protein (like an outer member receptor such as LamB).
