I have prepared Mn4+ doped inorganic compound in which I have observed Mn4+ characteristic excitation and emission band. The emission of Mn4+ is observed at 682 nm under 365 nm emission. I want to make Tanabe-Sugano energy level diagram for this Mn4+ doped compound. Kindly provide the basic idea to draw T-S energy level diagram.

Drawing Tanabe-Sugano diagrams is not that simple. However, you can find them in any inorganic chemistry book, or else you can find them on the net. Mn4+ is a d3 ion, its diagram is relatively simple .
It is not easy to draw the T-S diagram for the ion you are studying.Mn(IV) has d3 configuration and T-S diagram for this configuration has been already drawn and there is no need to draw it again.
The two large excitation bands correspond to the 4A2g --> 4T1g and 4 T1g high energy spin allowed absorptive transitions, split by the lowering of symmetry in the doped complex. Presumably these non-radiatively decay to the lower 4T1g state, which luminesces. Beyond that, the approximate site symmetry of the Mn(IV) would need to be approximated in order to know how this will split in lower symmetry.
