There are many published studies with empirical formulas developed for different locations in the USA. You may be able to find similar studies for other locations around the world.
- Calibration of instrument sets against each other, i.e., ensure that all your temperature sensors read the same value under the same conditions (and so on)
- Repeatability of measures - look at time trends and standard deviation of measurements
I'm not sure about the wind indoors (yeah, it can be even indoors, but it's too unstable parameter related too tight with the room geometry, a great amount f sensors within one room is required), but such parameters as illumination, temperature and humidity are easily measured by a little amount of sensors for one room.
