I'll say education is innovative when the it is able to address the ever changing needs of the society within which it exists by taking advantage of factors such as culture, technology, clever and carefully crafted mechanisms, etc.

Definitely, the partnership should involve government (both local and central), schools, education experts, teachers, students, and the community that a school serves. It can also include international stakeholders.

Education and innovation are two good bedfellows. They sit well together because education serves to create and advance knowledge, search for and establish objective truth and spread it. Innovation is about creative, intellectual, artistic and techno-scientific processes and investments that bring about social change (not only what can be commercialized).

Here, I will offer some (Scandinavian or utopian) inputs that may escape some of the established institutional protocols around the world. I must say that this innovative type of education is what the rest of the world must aspire to attain. From this (biased) angle then an innovative education is not the one that produces some product or service (apart from better education), but the one which develops better/empowered humans and prepares them for lifelong learning and growth through independent and critical thinking. Everything else is secondary. Educational institutions exist to educate.

i. An innovative education is, first, a human right that seeks to build an individual as a better member of society, who can contribute positively, based on his/her individual endowments. It is a right as well as a responsibility. Education is not first for business; businesses can be a product of education and they exist to serve society. Thus, a creative type of education reflects on the business in the local area (municipality or nation, e.g. Finland) because of the pool of extraordinary talents it produces.

ii. An innovative education equips students with the knowledge and courage to think about sustainable solutions to socioeconomic, political and environmental issues.

iii. Innovative education is inclusive. No gender discrimination, no tribal or caste discrimination. Anything contrary to this is against the essence of education. An innovative education involves all the stakeholders; teachers and students and local community who are allowed to share their views but also offer their support.

iv. Public private partnerships, consortia and joint ventures between university research institutes and businesses can produce great innovative outcomes. They are important but education as a social institution must preserve its integrity with the knowledge that promotes the social welfare and values rather than what is “profitable”.

v. Context matters: therefore, if there is a need for a school feeding program for low-income kids (in the case of primary schools), for example, or technologies that can facilitate communication between teachers and learners, those must be put in place.

vi. Further, regular refresher courses to update teachers’ knowledge e.g. through the training of teachers on how to use new pedagogical technologies may also help in the modernization of education.

vii. Above all, teachers must have the freedom to be creative in their pedagogical approaches.

viii. Students must be allowed to bring their social experiences into the class room.

3) How can you support the process of innovative education?

It all boils down to an enabling institutional environment and visionary leadership. Further, openness, accountability and strategic but ethical use of limited resources in the areas of strength (not a jack of all trades but master of none) are needed.

4) Who are the key partners in the process and how to do this partnership?

The key stakeholders are the educators and those they educate, then the policy makers and the society, including businesses because society pays for the education and whatever education is, is a reflection of the values of society.
