You have to donate your materials to the genebank in charge of soybean germplasm. When they are accepted, they will incorporate these as new introductions and the curators will assign a PI number for each accession.
Yes. The USDA Plant Germplasm System can take these materials. I assume they will evaluate the origin and background of these materials to decide if they are good additions to the collections. You should contact them.
We have contacted them they are only accepting foreign accessions for the USDA National Germplasm System through official government channels to make sure it's legal.
