I would like to ask some tips or experiences being able to publish but with incomplete findings due to COVID-19 restrictions.
In my case, I was not able to finish the third phase of my fieldwork. The story somehow feels incomplete without the results from our canceled fieldwork. But, I don't think I will be able to do the third phase until after 2 or 3 years, depending on how the pandemic develops.

Bern Yu Jeco-Espaldon , this is a great question, I am looking forward to fieldwork after having postponed a project for 2 years. Nevertheless, even with the opportunity to collect data on the ground, the reality is that the pandemic remains with us, and people may not be able or interested in participating! In one project, we started some fieldwork within "bubbles" asking folks to work with each other in their protected spaces--that was a little successful, but people were just very tired-making it really hard. As the pandemic waned last summer, we did more direct work, but again people are tired and stressed. Looking forward to learning other options with you
It was the unfortunate situation happened in unfinished data collection due to COVID 19 pandemic period have started intensively from May 2019 upto August 2021.
Hope your data collection was on face to face situation with respondents.
This was unfortunate situation was naturally created due to this pandemic virus so that the incomplete dat collection in your research study.
If your research is the Case studies that you have to collect the data from the respondents directly.
Of course, it is possible if the data collection would have been available through ODK or Survey Monkey 🐒 online process.
Many Western countries have conducted online data collection through ODK and Survey Monkey process.
Hope the COVID 19 pandemic transmission is considerably decreasing now in some countries but there are so many virus variants emergency in UK and other countries.
You can carry out the Third phase of your data collection in forthcoming years.
The things is that unfinished data gathering can be indicated in the interpretation in the report. You can not conclude the results without research. That is impossible but the reasons have to be mentioned for finalising the report.
Many of the tasks were not carried out completely due to this pandemic period not only yours. This is world catastrophic failure for many endeavours.
Depending on the nature of your fieldwork, you might consider finishing with a set of online interviews. Many researchers have found individual interviews based on Zoom or Skype to be quite effective.
If the study is quantitative then transform the questionnaire into google forms and send to your contacts for their assistance in answering this form of the participants, for the qualitative maybe you can use zoom, google meet, messenger video call for the interview... these ways you an do data gathering.
I totally agree with other colleagues who suggested for online data collection during pandemic. In addition, if possible, try to collect qualitative data (via online) using in-depth interview/key informant interview, focus group discussion that may support your unfinished story. I think Leila Sylvia FILARCA Bautista already mentioned using some online platforms for this purpose.
Contact with covid working staff send the data collected from their centers this is one of the way to collect the date

May be you had better adopt new research instruments that you could administer online. Waiting for the pandemic to be over will procrastinate your research study.

Thanks everyone for your time replying to this question. The nature of the fieldwork is purely on testing a device, that is, we do quantitative data gathering about the performance of our prototype in a real world setting. Survey through questionnaires were already done during our phase I trial, but we were supposed to do one more during our 3rd and last trial. However, right at the end of Phase 2, lockdown was imposed in our study area and so we could not even continue until now.
Thanks all for your time giving suggestions on how to move forward. We are supposed to submit a paper about it, so I appreciate your suggestions on how to re-package it without the Phase 3.
If possible, some of these data items can be collected online, like having a Google form for the same.
