First, I would say that creating a high quality blog is hard work (I've tried and failed plenty of times!).

Some tips: try to set yourself a schedule for how often you will publish something and stick to it. Make sure to set aside time to draft and proof read your work. A research blog is essentially a channel to showcase and publicise your work to a broader audience, so you should think about what you want to communicate and remember that the quality of your posts will be a reflection of the quality of your research. 

If you'd like to ensure fairly frequent posts of high quality, you may consider inviting colleagues to contribute posts. This will also help encourage interaction with your blog and extend the group of people who know about it (always encourage contributors to publicise the blog in their various circles).

To further publicise your blog, create social media accounts to promote new posts (eg Twitter, Facebook etc), to increase its reach. If you write a particular post that you know will be of interest to particular colleagues, reach out to them personally to share a link, and invite them to write a response - encourage discussion.

I contribute to a great research blog: http://www.languageonthemove.com/ and the ideas I've listed mostly come from what I have witnessed that has worked well for that blog.
