I believe that you have to better define your goal in term of output power; how high should your voltage be and how much current will you require? Remember that Power is always conserved; Input Power = Output Power
Therefore, from a 9v battery if the constant current is 10A then power is 90W which means that at 1000v the current will only be 90mA.
If the application is the electrostatic HVDC, the electrostatic precipitator like circuit is suitable for converting LV AC to HVDC.

I am in agreement with Stelios comment. The same reasons make me limit the application to electrostatic fields due to the low power/energy constraint.
