Referring Bybee's framework(illiteracy, nominal literacy, functional literacy, conceptual and procedural literacy, multidimensional literacy), in my opinion, it almost covers revised version of Bloom taxonomy.
illiteracy: not applicable
nominal literacy: factual knowledge/ remember
functional literacy: factual knowledge/ comprehend or apply
conceptual and procedural literacy: conceptual or procedural knowledge/ apply
I will explain a bit. Nominal literacy is easy to understand and it does not require us to use such a scientific voca. Next, functional literacy and conceptual and procedural literacy ask us to use some knowledge about science, so it will be "apply" dimension. But these two requires different knowledge, so I though like above. Finally, multidimensional literacy. In this stage, people will look at science from outside of science. And people also need to evaluate its historical, social, and economic impact.
