How to connect the vertical reinforced slope (MSEW) and face blocks on soft soil?

Hello! I am looking for information about the problem of the construction of a reinforced wall on weak soil. design feature: first construction method wraps, then consolidation, then the construction of the facing of the blocks. Question: If a reinforced wall will not be equal to the strain by lenght, how to connect the face of the blocks? levels do not will be the same.

I believe the current set up shown in the picture won't do any good in resisting differential settlements and consolidation motions. You must have members of significantly high bending stiffnessess connecting the two walls. You could use channel or I sections (preferrably galvanized) equally spaced to do this job.
