Please forgive the vague answer: I have seen a spray device for fiberglass fabrication which chops fiberglass yarn (or 'roving') into short lengths (and mixes in polyester or epoxy resin and deposits it onto a mold); the chopping portion of such a device might be modified for your application IF your fiber can be supplied in the form of a yarn (or 'roving'). I think the device cuts lengths too long for you, but may be adjustable.
cutting natural fibers is not easy, since they are less brittle than other fibers (glass fibers for example). Some years ago, KraussMaffei developed a natural fiber chopper for the long fiber injection process, but is not commercially available.
