How to calculate raster layer unique or classified values in zonal raster layer analysis?

I have a big night light raster for all countries and a world countries shape file. I want to know number of pixels with classified values or unique values in any country (without clipping each country from raster layer).

I have used "Raster Layer Unique Value Report" but it give unique values for entire the raster not for any country.
