In many countries, English is taught as a compulsory subject in schools but the listening skill is not tested in the examinations. The authority sometimes says that it is not feasible to introduce tis skill to the examination system.

So, it seems almost unrealistic, if not impossible, to me to test listening skills (even if we exclude speaking skills test) in the final examination in the exam hall. But, there is a way out. I think these two skills should be tested in lab exams which could be conducted earlier in the respective schools and colleges, or in different scholls and colleges as lab exams are conducted for the science group students. The marks should be restricted to 30 out of 100. And, a complete guideline should be ordered by the MoE to conduct this examinations.
