Urbanisation in most of the less developed countries like Pakistan is at its accelerated stage and encroachment problem is very common which is increasing over time. Thus, it needs proper attention and timely solution. What measures should be opted by the concerned departments to overcome this serious issue of cities?

I think you need to distinguish between normal (or desirable) urban expansion and undesirable (or inefficient) urban expansion. The latter is called urban encroachment by you. It doesn't make sense to stop all urban developments. It is desirable to stop those inefficient urban developments or change their spatial patterns.
Here urban encroachment means undesirable expansion of urban activities and built-up environment.
Solutions include:
- research on the capacity of a city area/ground floor/ for constructing high rising buildings to enhance vertical development of the city
- introducing social housing with common services/ facilities use at lower per- capita- cost and promoting social cluster /social cohesion,
- redirecting the motives of peri-urban or suburb settlement towards inner city, i.e sanitation, home ownership, security, resources need, etc.
- redirecting investment to wards inner city and create opportunities like; job, income and saving, etc.
