You can use any software with LP function, like Python, Matlab, and R. Actually, I have been using R to construct DEA models. I think most people tend to choose Matlab, but you can use the software that you are familiar with
There are no limitations to run your model with common OR softwares. Nevertheless, GAMS would be more efficient ones, and MATLAB and R (DEA package) can be used as well.
