Up to now, I see decisive role of private sector (startups as well as big corporations) in shaping technology and society in industrial revolution 4.0. How central and local governments should cope with the changes? Some scientists argue that central governments should deregulate themselves and also underscore the role of local governments to lead the changes.

Under an exigent set of concerns, demands, interests, pressures, and restrictions, government agencies are tasked with managing very large (and occasionally complex) supply chains of goods and services, each with different objectives, just as advances in information and communications technology impact industries, professions, and institutions in highly disruptive ways. In a rapidly evolving landscape, the four archetypes of buyer, seller, server, and regulator offer a useful lens with which to examine how Industry 4.0 may impact government structures and functions and, the object of this query, what government agencies should do to fore-run the future.

Understand it. To many governments, 4IR is merely a technological phenomenon (digitalisation). Wrong. Technology intertwines with sociology. The social force is the so-called Gen Y sharing economy. With clarity of definition, governments can then look at how 4IR excites their policy spaces comprising the state, market and society. It is a complex system.
