There are two studies about that but there are different values .
- Chloride concentration in solution 10% , chloride at boundary condition at concrete is 22.045 kg/m3 .
- Chloride concentration in solution 3.5% , chloride at boundary condition at concrete is 2.11 kg/m3 .
Basically, these percentages are appeared because the concentration of chlorides increased

I hope, that I have understood your question in the right way. First of all, I would like to ask you how long the concrete was exposed? Did the chloride content had reached a max level for couple of measurements? However, the chlorides can only enter the pore system of the cement stone (as long you don’t use porous aggregates). Hence, the more cement stone in the analyzed material, the more chloride you will find. Furthermore, the max chloride content is also influenced by the porosity of the cement stone. A further major impact has the kind of storage. As long the concrete is completely stored under water, the max. chloride content is limited by the concentration in the solution due to diffusion effects. On the other hand, if the concrete specimen is able to suck and evaporate water, the chloride content in the evaporation zone will be significantly higher.

In ASTM test for rapid chloride migration test, which is also adopted by ASHTO they recommend 3% sodium chloride solution. The reason that I noticed in some literature that at 3% chloride concentration the corrosion in the reinforcing bars become active corrosion
Depending on the chloride exposure, the surface chloride concentration may vary,
I think the first value is better.
According to Korea Concrete Technology Specification,
surface chloride ion concentration value of concrete located on the coast is suggested as 1.5 ~ 9.0kg/m3.
