But my question is that how to reuse those agricultural waste in a productive manner. Delhi CM said smoke from the burning of stubble in neighboring states was resulting in "severe" pollution in the national capital. Is it true, that agricultural by-product and waste resulting in environmental pollution.

There are many ways to get rid off residues, particularly rice straw burning after it got harvested by Combine harvester and before sowing of wheat crop. Now-a-days many scientists claimed that sowing wheat with the help of "happy seeder" (developed by PAU in collaboration with ACIAR), that can sow wheat in the standing rice stubble, is a good option to skip residue burning. Other alternatives are, use this rice stubble in making of bio-char; ethanol production etc. Use of "Super seeder", an implement that can incorporate the rice stubble and sow the wheat seed is also an option.
My personal view is that we need to justify the production of rice in non-traditional area first. Whether there is a need to grow rice exploiting huge natural resources in non-traditional areas or not? We need to answer this first.

Yes... Rice straw rich in silica and at the same time short turn around period combining with low temperature make it more problematic. Thermal treatment comes into the picture as waste valorization adding the benefits of carbon sequestration and higher stability.
