I would argue that depends on your conceptual framework (content-wise), but yes theoretically each of your independent variables could have one or multiple moderating variables.

To visualize this, you may want to consider drawing a Directed Acyclic Graph (DAG) to include your independent / dependent variables, including confounders, mediators and moderators. It's quite a bit of work, but it helps a lot during your analyses.
