Linda is right Cesar - it isn't always easy to know. That said, most 'unsolicited' mail/emails from publishing houses should  be viewed with caution - especially where they are asking for up-front publication charges. In most instances, for the reputable, established and larger publishing houses i.e. Elsevier, Wiley, Pearson, Oxford, Cambridge, Walters Kluwer, Palgrave, Open University etc, the process is reversed. You contact them with your proposal for an authored or edited book and then a lengthy and rigorous process occurs which includes external review of your proposal, marketing considerations etc

Thank you Linda McPhee for the link to Beall's list. I had never heard of this a great help for many I am sure.

I have never been contacted by a Journal Publisher, they are too busy turning away articles they can not use or sending good submissions to other publishers for a better 'fit'.

However on the other hand I have been approached by reputable and established book publishers to do reviews, write chapters or a whole book.  I have responded to them and have had good luck with all but one. That was a contract issue due to my own lack of knowledge.

I think it is important to have a list of trustworthy journal publishers . You posted the ones I would have posted for Cesar Augusto Gaviria Cuartas and others reading this thread. However I am not familiar with Palgrave and Open University; so thank you for that, I will look into them.

I really do not know much about this site, but I think that this article  had  solid good advice.  Gives the positives that you should look for and the  negative things that you should look for.

 According to the author the asking for money to review or submit your article is among the negative things, but does state there re 1 or 2 exceptions and even gives an example.

On the other hand if I understand correctly the author of this article "Open Access: Finding Reputable Journals" suggests  2 KEY factors in making a decision to publish with one journal over another, in which one of them is:  "Amount you are willing or able to pay (either out of pocket or via research funds) to publish your article" with the 2nd one being: "Importance of publishing in particular kinds of publication venues for the purposes of securing tenure or promotion."
