How i can reduce quantity of starch used in paper mill for sizing agent.?

i want to replace corn starch with another raw material to reduce product cost in paper mill industry,

so i am searching substitute of corn starch.

current average market price for the corn starch is 32 to 35 (Indian Rupees) per kg

so i am looking for low cost raw material , that can use instead of starch.
