First, you should clarify what are the oxygen saturation and ORR activity. Oxygen concentration in solution under equilibrium depends on O2 pressure in the gas phase. Oxidation potential of oxygen depends on oxygen concentration. Rates/current also depend on concentrations

Oxygen saturation means the possible maximum dissolution of the oxygen in the electrolyte and the ORR activity means the activity /process of reduction of dissolved oxygen into water or hydrogen peroxide.

Oxygen saturation means the concentration of oxygen in solution at given pressure of O2 in the gas phase. This is called a solubility of oxygen. "how exactly the oxygen concentration can affect the ORR activity?" I would expect an increase of the reaction rate with an increase of oxygen pressure in the gas phase.
