My understanding is that even quantum formalism require the representation of concepts in terms of vectors and vectors require specific basis, so that the problem of creating new concepts would be related to combinating previously acquired elements forming such basis.
Then the problem becomes: How are elements from the basis acquired? Are they innate or is there hidden learning at work? To my understanding inference learning works well with these "hidden variables" but it severely suffers from the problem of justifying large amounts of input in order for word category to be correctly applied (cfr. Xu and Tenenbaum 2007).

All human behavior is innate. It seems to us that, as a result of learning and gaining experience, we can create new concepts. However, we are just beginning to apply the concepts that were already available. It is not clear how an arbitrary system acquires knowledge, as new information is not valuable, and valuable one is not new.
