During network reconfiguration process the status of most of the switches will change, now suppose a switch is in ON position initially and after reconfiguration it is OFF and now the load connected to it will be supplied by some different line through another switch,so during this change for a small period of time the load won't get any power.And this small duration power cut is not good for many industries and is not acceptable in many countries for domestic loads also.So I want to know how electric utilities manage this problem?

Good coordination and correct adjustment of protective relays and automatics.
If reconfiguration is driven by power flow optimization, one should switch ON the breaker through which load is expected to be supplied after reconfiguration. Only after that one should switch OFF the breaker through which load was supplied before reconfiguration.
The same is valid for any planned reconfiguration.
If reconfiguration is driven by contigency, you will have supply interruption any way.

In radial distribution system, the unique way to avoid temporary power cuts during reconfigurations is to perform a temporary mesh in the network. In other words, as said by Pavel, you should first close a
switch and after open another switch. The first switching operation will create one mesh in the network and the second switching operation
must open this mesh.
In Brazil, some utilities that don't want temporary power cuts. So, they have adopted the procedure described. However, another don't want to create any meshed. So, they adopt the procedure that results in short and temporary power cuts.
