How do you do static clustering using ns2?

I want to cluster my WSN topology statically. The cluster head is selected periodically by a leader node based on the remaining energy level. Can anyone help me with the static clustering shown in the attachment ? I want to implement this using ns2 .

You can read this article that can help you to understand your idea. In addition, leader node will play same role as base station plays as explained in the article.
