Almost everyone now are aware of Beall's list of 'probable' predatory publishers and standalone journals. But what if the publisher is a well-known academic institution in a country and what if the journal is accredited by the educational body of the government of a certain country, are they still considered 'probable' predatory? How about a journal that is indexed in Thomson Reuters and in SCOPUS, but is also in the list of Beall?
