Is this possible to measure the national innovation capacity with respect to these variables (GDP, GDP per capita, high tech exports, R&D expenditure, ICT service export, Patent applications, residents, scientists and engineers in R&D, labor force, FDI net inflow, import and export of goods and services, tax on revenue, population, agriculture) and what kind of test must be applicable.

Not sure I understand the question completely, however, when talking about innovation, one must remember that nothing is innpovation until validated by the market, that means, a technological advance must have commercial success in order to qualify as innovation. Having said that, it is also important to consider "newness" of the products and services that are part of a nation´s actual portfolio, meaning, what percentage of those have been successfully introduced in the past 5, 4, 3, 2 or 1 years. Last but not least, capacity implies "potential", not actual meassurable output, and that presents a step challenge to try to determine. In any case, the only test that seems feasible to me, keeping in mind my incomplete comprehension of the question, would be to measure correlation and results among the factors mentioned and their logical outputs.

In Japan, many incremental innovations have occurred and I think this has some relation partly to Japanese management system. for example, turnover rate and mobility of labor have been low and this leads to higher level of consistency or conformity. Of course, this situation is not good for radical innovation. Every coin has two sides.
The European Comission has defined an Innovation Union Scoreboard in order to score the innovation of countries. I have enclosed a link where you can read the methodology and the indicators used for this propose.

the variables you mentioned are definitely relevant to measure the innovation capacity of national innovation systems. The Austrian Council for Research and Development has some years ago started a monitoring of the Austrian performance capacity in research and innovation. In order to display the performance in an international comparison, we developed a comprehensive set of indicators.
This set was developed in co-operation with the Austrian Institute of Economic Research. It comprises 73 indicators measuring the performance of the Austrian innovation system in the fields of education, academic research, applied research, innovation, R&D-financing, and generall economic as well as societal key figures.
The indicators are based on internationally used classifications of the OECD, Eurostat etc. and corresponding data portfolios. These are accessible to the public and are collected on a regular basis on a national as well as on an international
level. A detailed explanation of the indicators can be found in the appendix of the Councils annual "Report on Austria's Scientific and Technological Performance Capability". This years report in English is comming soon...

P.S. The Innovation Union Scoreboard mentioned by Sergio has definitely some merits. However, it uses only 25 indicators which makes its results less differentiated. Moreover it is based on a problematic definition of innovation output, not taking into account intra-sectoral upgrades.
I would advise you to refer to the knowledge production function approach (Grilliches, 1984) in which you regress a measure of innovative ouput (mainly patent) with a number of explicative variablles such as Business R&D; PublicR&D, University R&D; country's productive specialization; human capital endowments etc.)
More recently stress has been put on the so called soft innovatio (i.e. innovation whiich is obtainned without froma R&D effort.. See for example:

All - EU has an innovation index, which has 25 dimensions. I believe some of the variables you are listing are among those of this innovation index (e.g., r&d expenditure).
