How do I place FTO in ZnO thin coating via hydrothermal method?

In literature, mostly FTO is suggested to be placed in such a manner that conducting side be facing down in hydrothermal vessel. but i am getting white thin layer on top side of FTO. Please suggest.

(chemicals used: Zinc nitrate and hexamine)
