I am wondering about the most important issues to consider when we choose multilevel inverter topology. Should we consider the number of switches, or the total blocking voltage, or the efficiency of the converter. Please advise.

Based on the application we have to chose the invert er topology.
normally we will consider the H bridge topology for common applications because voltage stress,switching stress,cost components should be reduced.

yes it is depends on application. Cascaded topology is provides viable solution for renewable energy because of seperate dc source, voltage stress is also less..
Now a days several multilevel inverter are proposed which require less components. It defently reduces the cost but it have high voltage stress across switches abd complex pulse logic curcuitry.
Nowadays some proposed topology just only reduced the number of switches however the voltage stress was increased. So my concerns here, is it better to use a converter with huge number of switches or reduce the switches but increase the voltage stress?
MLI have to be selected based on the problems you have to solve. for example if common mode voltages are to reduced or eliminated, solve capacitor voltage imbalance, smoother sinusoidal voltage generation, harmonic elimination, stress on the switching, devices, number of switches to limited or used, limit the additional DC supplies etc.
