Nowadays there are many ethical standards. Some countries are relaxing on universal values. Kickback, bribery are rampant. How to be ethical in such situation?
Universal values have become accepted norms and should not be relaxed. If this happens then organizations may face increase in unethical activities as employees assess its toleration to a lower degree. Encourage employees to report unethical or illegal activities and adopt a strong investigative and adjudication policy and Code within the organization to ensure fairness and confidence of employees in the system. Ethical behavior must be inculcated and cannot be blindly imposed. Genuine ethics are what we are looking for not fakes.
The Universiti Kebangsaan Malaysia (UKM) has conducted a comprehensive nation-wide survey in 2003 to study public perception about corruption. The study gathered information from cross-section of Malaysians including citizens, public and private sector officials, students, political parties and NGOs; 14.5% of the 7,594 respondents surveyed admitted having paid bribe during the past 2 years, 19.5% had witnessed bribe taking. While the study found that corruption was more evident in the political parties with 46% of those reporting the occurrence, corruption within the government agencies was also found to be fairly high with 31.6% reporting it within their own agencies. The study identified enforcement, administration, finance and audit, licensing and transport departments where corruption occurred more frequently4 (ACA 2003).
These findings evidently suggest that moral standards are depleting even though most of the perpetrators have faith in religion and are educated. I would say the opportunity to commit the offence is always present and the offenders find themselves not to have to look over their shoulders when they commit crime or corruption.
