I want to do an action research on transferrability of communication skill development trainings on students.

Well, transferring skills specially communication might be tricky, as culture plays a big role here. To measure any communication you need to measure both sender and the receiver, through experiment or written quizzes/assignments.
To quantify that, you will need to have them as dependent variables, design a Likert scale survey, then run correlation analysis, you can extend that by running a regression analysis to better understand your results.
