Let's face the fact that upto this present time, majority of the students who are in the public schools (state university/college) are not capable of providing themselves with laptops, tablets, or high-tech phones which proved to be very useful in their studies. Others have celphones but not as sophisticated like others have, it's only for them to have an immediate communication with others (family most likely) as necessary or needed but cannot be used for other things. Others can only comply with their activities requiring technology use through the help of their classmates' gadgets. How these poor students comply with online activities when they have no means to use these technologies as they are far from their able-classmates or when there is no near internet shops in their places?
It's going to be extremely difficult to carry out effective teaching and assessment in a situation where majority of the students lack access to the required electronic learning gadgets. Though you might want to experiment with less sophisticated and affordable platforms such as WhatsApp and Telegram where you can reach out to a large number of students at the same time. However the quality of teaching might not be guaranteed. Half bread is better than none
Usually, the university/college will help you with the technical part. The medical education (or equivalent department) at your school will help with the schedule and the time of sessions etc. Your role is to engage students online. This will need changes in communication and the way you deliver your teaching and interaction with the students.

Some schools here offer thr students computers and even data for online net access, at the end it is diffecults days that required special attention to teaching and learning.
It seems that teaching and learning are not effective when the necessary infrastructures, don't have the minimum values of QOS.
It suppose the answer to this question depends on which infrastructures are lacking. If there is challenge of access to quality bandwidth due to gross unavailability or poor financial conditions on the part of the students, then it would be wise to improvise by utilizing low cost means such as TV or Radio broadcasts. This may sound unbelievable to some people, but I know places that are currently facing this kind of problem and now pupils are being taught using those media. Education is the best legacy and rather that leaving pupils out without learning we should maximize any available means to get in touch with them.
The first step is to show the value of education to parents and students. Then offer some options to buy the required infrastructure through payments. The government as well has to offer some free services like wifi. If you look deeply if the government saves a lot of money to invest in education because of the low future expenses will be in crime prevention and health as well as higher productivity. It's a whole system.
Ask for help from the IT unit to arrange the Zoom booking or WebEx. Also, medical education (or equivalent departments) can help with the schedule and the lectures to be given. Students need to be briefed about online learning. However, they are okay with technology, and you should not worry about this part.

Well, it is not really the connections or the bandwidth as said is the problem, the fact is that the lack of capability of these students to provide themselves with this technology gadgets. And for sure, our schools especially those public colleges and universities do not have that capability to provide them with these things as our government is not capable of providing this especially free wifi. Tv and radio is also not possible to provide lectures and other educational stuff on this matter.
If students do not have access to electronic devices, computers, the Internet, if classes are canceled, effective online learning is not realistic.
The use of modern computer technologies (ICT) helps in developing the educational process for easy access to information and interactive processing. However, this technology has material and human obstacles. The financial dimension is related to the high costs of employing technology, in addition to the need for the necessary equipment, such as the Internet, electronic connectivity, projectors, and smart tablets, and the need for appropriate software.
My students are in this situation. It is not clear to me whether you are a teacher, a parent or a student, or where you're located. Currently, as I work in a very challenged NYC school district, many of the kids do not have access to necessary technology.
However, the NYC BOE and a grant from the Gates Foundation are attempting to get Chromebooks and iPads to the students without devices. Even when they get them they may not have access to adequate connection, creating another issue. The delays have added to problems, though students are getting equipment, albeit slowly.
Most of our students, amazingly, DO have some sort of smartphone, either independently or through a parent, in the same way they seem to gain access to expensive sneakers and other items that are an important part of status. They are quite good at connecting and following if they were reachable in the classroom or if they have a good relationship with a clinician or teacher.
Another issue is general compliance. Given the trauma-informed behaviors and circumstances of many students, this is an enormous problem. The school mailed packets of printed materials to all students/families/caregivers. Multiple efforts are made on an ongoing basis to reach the students via phone and internet. A high percentage of students do connect on some level.
It takes continued effort on multiple fronts, and a thick skin. Since this is where we are, we can only continue to reach out and do our best to reach out to and engage these students just as we do when they are in the classroom.
Our students are quarantined.... we can get to a public situation, whereas we can access Zoom and Google classroom if they only have phones.

I personally experienced this problem with two groups of students. This is a problem. In my opinion, it should not require from those who can not cope with requirements. Personally, I put the burden of exercise on me through online broadcast. Moreover I increased the theory at the expense of exercises.

Again, it depends where you live. I NY , schools sent the little students IPads to do their homework and get the instruction. We are back to the problem of the "forgotten" areas.
