There are millions of students in undeveloped or developing countries, who live under proverity line and their education is fully suspended due to social distancing.
In today environment, Without using the technology, it is impossible. But after that, we may approach the subject teacher/college/school/academic institutions for providing the face to face classes.
1. How about radios? They have frequencies for transmitting audible lessons statewide, but also locally. If social distancing limits the numbers of audience, share shifts.
2. TV gives more options.
3. If you don't, land-line phones operate without electricity. Instructions at least may be shared, if not full lessons. Basics needed at home: an empty workbook for notes.
This is an issue for so many countries with lack of basic infrastructure to be part of the digital economy. The problem got worse with the health crisis, it affects not only students but the performance of the country itself. It's a pending issue for the international community if we want no left nobody behind.

Os programas devia ser reajustados e adaptados paulatinamente as novas tecnologias. Contudo, muitos continuarão prejudicados por um determinado período.
Distance learning requires technological infrastructure support especially in terms of communication. Currently these infrastructures are not adequately developed to cover all areas and its because they are private sector driven who are out to maximize profits, so they are not willing to invest in these infrastructures in the rural community who are the majority because the (company) feels that returns on investments are low
The government should take lead in developing communication infrastructure all over the country
The other issue is poverty levels in these countries make it difficult for citizen to buy smart phones that can help them in distancing learning and the issue of buying bundles which is very expensive at the current rates in most of these countries
True I suggest that we identify at least one or two schools per sub location to be used as community libraries though they will bring some financial implications but it will reach almost all the targeted learners
infrastructure development could be important and under high priority to enable the accessibility to technologies in these undeveloped or developing countries.
Distance learning without technology is not possible. Under the lock down situation, face-to-face class room teaching is also not possible. The only way to help students learning in remote areas is to teach students in small groups in their own locality following all guide lines like sanitization,masking and social distancing once lock down is lifted. Teachers shoulder heavier responsibilities in making the teaching convenient for students with no technology. Community library and local intellects have to play vital roles.
As Covid-19 challenge is likely to stay with us for a year or more until cure or vaccine, we have to learn to live with it.
It is more urgent than ever before to think about this large student community who are still in dark. Government has a major role in formulating policies in this regard.@Shahinur Rehman
For those who cannot listen to online lectures, I struggle as we speak to get paper materials (Course Outlines, Reading Packs and Full Set of Lecture Notes) to 350 first year Sociology students for delivery at their local police stations.
