Dielectric elastomer actuator is a type of variable capacitor in which we have to provide high voltage in the range of 4 to 10 kV to charge this. As we know there is some leakage current through each capacitor, so how can we measure this leakage current of the capacitor?

However, since leakeage current will probably be very small, perhaps you can work with models of your DEA, i.e. calculating and measureing capacitance and electrical admittance...
Dielectric impedance spectroscopy can be used to determine the leakage/loss across a dielectric material.

While measuring the current, at breakdown there is chance of damage in the measuring instrument (Ammeter). How can we protect the module.? What is the protection we need to consider?

In this case, spark gaps (Gas Discharge Tubes for example) -mounted on parallel with a measuring resistor- or High Voltage Probes may help you.
